Who is tracked, and what they oversee
Every member who has bought inside their own committee's jurisdiction appears here, whatever that trade returned — the strategy filters trades, not people. This list used to keep only members who had beaten the S&P 500, and then only those with 10+ such trades; both filters hid members whose trades the strategy was buying anyway. A record is shown once there are 10 settled in-remit decisions to average, and "too few" until then. It is a record, not a ranking. The committees are what defines "in remit" for each of them.

The last two number columns are the whole argument. "In-remit alpha"
is what these members made buying inside their own jurisdiction; "everything else" is
what the same people made buying anything else. If committee position carried no
information, those two columns would look the same. Across the full dataset in-remit
decisions average +6.93% (t = +5.03) against an unfiltered
−0.03%. Matched within the same sector and quarter — which
strips out the fact that committee jurisdictions happen to be the sectors that led this
market — the gap narrows to +4.54%, t = +1.54. That smaller figure is
the honest one.
One member is here on leadership access, not a committee seat.
House leadership sits on no standing committees, so a jurisdiction filter cannot see
them — even though the Speaker is briefed more broadly than any committee member.
Nancy Pelosi is therefore carried as Speaker Emerita with a
remit of all sectors, which is a stated editorial judgement rather than a mapping.
Members who have left Congress are here too, and they count. This
roster used to be built from
legislators-current.json alone, so anyone who
left disappeared with their whole history — 10,377 transactions, a quarter of the
database, belonged to nobody. They are now matched against the historical roster, and
because committee membership is read at the date of each trade rather than today, they
have a real remit for the years they served. 31 former members contribute
1,057 in-remit trades, 27.8% of the book, and they are marked

no equivalent for.
What counts as "in remit"
Each committee is mapped to the industries it legislates for — Financial Services to banks and real estate, Armed Services to defence and aerospace, Energy and Commerce to healthcare, telecom and energy, and so on. Every traded ticker is classified by its own sector and industry, so Lockheed Martin registers as defence even though its headline sector is "Industrials".
A purchase is in remit when those two sets overlap. Subcommittee seats inherit the
parent committee's jurisdiction. The mapping is an editorial judgement, stated
openly rather than hidden: it is in src/congress.py and
src/sectors.py, and you can change it and re-run.
Buying inside your own jurisdiction is legal and often just expertise. Nothing here alleges otherwise.
